What is the SB 464 "Weeks Worked" requirement?

California Senate Bill 464 requires employers to report the "total annual weeks worked" for each employee group in their California Civil Rights Department (CRD) pay data report. This requirement was introduced for the 2026 filing cycle (covering 2025 data) along with two other new mandatory fields: exemption status and employment type.

The definition matters:A week is considered "worked" if the employee received any paid compensation during that week. This includes regular hours, overtime, PTO, vacation time, sick leave, holiday pay, jury duty pay, bereavement pay, or any other form of paid time off.

Why is this hard to calculate? Most payroll systems (Gusto, BambooHR, ADP, Rippling) track PTO and sick leave as hours or accruals — not as "did this employee have any paid time in this specific calendar week?"
